President Petro Poroshenko introduced the decision of the National Security and Defense Council on urgent measures to counteract threats in the field of migration policy.

“The President, Petro Poroshenko, signed the Decree, which entered into force the decision of the National Security and Defense Council of Ukraine of March 1, 2018,” On urgent measures to neutralize threats to national security in the field of migration policy “, – the statement said.
It is noted that on March 1, the National Security and Defense Council approved the bill “On Amendments to the Law of Ukraine” On Citizenship of Ukraine “regarding the improvement of certain provisions” and suggested that the President submit it to the Verkhovna Rada for consideration.
In addition, by the relevant decision of the Council of Ministers, the government is also instructed to ensure, within a one-month period, the elaboration and submission to the parliament of a number of draft laws, such as “On the Legal Status of Foreigners and Stateless Persons” and “On Border Control” regarding the introduction of foreigners, primarily citizens of the Russian Federation, stateless persons who originate from countries of migration risk, a mechanism for preliminary verification of grounds for entry into Ukraine using an electronic message about their intention to visit Ukraine, and as well as the determination of the powers of state bodies to carry out such verification.
In addition, the Cabinet was charged with preparing amendments to the Code of Administrative Offenses to increase liability for violations of the rules of employment, admission to education, housing, registration of foreigners and stateless persons and registration of documents for them, assistance in the provision of other services, as well as for the violation of foreigners and persons without citizenship of the rules of stay in Ukraine.
The Government should also ensure within a month the improvement of the mechanism for coordinating the implementation of state policy in the field of integrated border management, including, inter alia, measures to ensure the proper functioning of the four-level system for controlling the entry and residence of foreigners and stateless persons in Ukraine, the regulation of the relevant procedures and the mechanism of mutual access to information systems of authorized state bodies.
The NSDC also commissioned the Cabinet of Ministers to approve the plan of measures for 2018-2021 on the implementation of the Strategy of the State Migration Policy of Ukraine for the period up to 2025, providing for the introduction of a mechanism for preliminary examination concerning foreigners, first of all citizens of the Russian Federation, and stateless persons who originate from migration risk states. Also, according to the decision of the National Security and Defense Council, a procedure for the registration of foreigners, stateless persons and their passport documents at points of passage through the state border of Ukraine, as well as the introduction of information about foreigners or stateless persons, their passport data to the relevant one, should be prepared and approved within a two-month period registry; the procedure for informational interaction of subjects of the national system of biometric verification and identification of citizens of Ukraine, foreigners and stateless persons, in particular regarding the verification and identification of a person; the procedure for filling out and using the immigration card, in particular, when checking the grounds for entry into Ukraine, extending the term of stay of foreigners and stateless persons in its territory.
